- legal support for relations arising between the university and other government bodies, organizations and individuals;
- control over compliance by structural divisions of the university with the legislation of the Republic of Kazakhstan;
- development of the main directions of the university policy in the field of public procurement;
- ensuring the effectiveness of planning, organizing and implementing public procurement of goods, works and services;
The main responsibilities of the public procurement department include:
- control and analysis of the optimal and effective use of material and other assets of the university;
- representing the interests of the university in relations with government bodies, other organizations and individuals;
- forecasting the state and managing processes aimed at improving the work of the public procurement department;
- organizing interaction with other structural divisions in order to ensure the university’s production activities;

- requiring written explanations from employees regarding violations of labor discipline committed by them;
- preparation of materials for presenting employees for incentives;

- monitoring the state of labor discipline in the public procurement department and employees’ compliance with the Internal Labor Regulations;
- monitoring the execution of all incoming correspondence from ministries and departments, institutions, organizations, akimats, universities and other entities, legal entities and individuals;
- implementation of the university development strategy;
